Phase 3 independent publication review

STATUS: RIEMANN HYPOTHESIS OPEN

Content verdict: PASS WITH EXPLICIT SCOPE. Final staged-payload/history safety, publication-gate completion and any subsequent public visibility or Pages deployment are separate checks.

Reviewed on 2026-09-30. This is a bounded publication review, not external mathematical peer review, a novelty assessment, or formal verification of the research. This reviewer changed only this new audit; the source research repository and earlier publication audits were read-only.

Material examined

The starting snapshot was commit ece3023dab64de5238f88628ccb8b470c282f147. The README, original eighteen track pages, current state, roadmap, timeline, methodology, reproducibility, references, source map, status legend, citation, licenses and historical publication audits were reviewed. The final content pass additionally reread the updated overview pages, new track 19, Priority 2 canonical report/audit scope, current-state metadata, source manifest, and publication metadata/build-validation changes. This is not a claim that every proof in every cited paper was reread.

The initial stale-frontier findings are resolved: Priority 2 is now a separate dated update after Priority 1. The record retains seventeen original tracks, five cyclicity source files and fourteen subsequent finite-head source files, for 378 selected sources. Historical state files and Phase 2 audit counts are not presented as fresh Phase 3 results. The manifest now correctly describes publication_github_write: false as the local exporter's behavior, not the already existing repository's history.

Mathematical claim scope

No blocking mathematical overclaim was found in the revised reader-facing account.

The status legend consistently limits PROVED to the specified auxiliary statement. Internal independent AI review, selected Lean declarations, source-preservation checks and numerical experiments retain different scopes. No claim that RH is proved or nearly proved, no percentage of RH completion, and no general research-novelty claim was identified.

Export fidelity, attribution and rights

Independent source/export SHA-256 comparisons passed for all 378 records, including the final fourteen-file addition. For that addition, the three Python ASTs, five JSON original-data values and six Markdown mathematical-span sequences were independently compared without discrepancy. These checks preserve mathematical text and executable syntax; they are not mathematical reruns.

A comparison against the 414-file starting public snapshot found no missing files and no change to the pre-existing archive, artifacts, source-state copies, Phase 2 audit records or licenses. Seventeen existing reader/editorial/tooling files changed as part of this update. Full source-filesystem preservation remains a separate root check; this reviewer does not claim a second multi-gigabyte rehash.

The explicitly selected author display remains @ykbballer91. No author identity is inferred from Git or a profile. Original text and explanatory records remain under CC BY 4.0, and original executable/formal code under MIT, to the extent rights are held. Third-party citations and short attributed quotations retain their own rights; downloaded papers, screenshots, runtime/vendor trees and private preservation manifests are excluded. AI assistance and the limits of internal audit are disclosed.

Safety checks and release boundary

At the starting snapshot, an independent bounded pattern scan covered 414 prospective text files and 425 reachable Git blobs, with no tested credential, email, home/private path or private-network-link finding. A subsequent read-only scan of the assembled prospective payload covered 436 text files, with zero tested findings and no binary payload. Counts describe the respective scan snapshots, not future report additions. Pattern scans do not guarantee absence of every possible secret.

A read-only authenticated API check at the start of this review confirmed private visibility, no Pages site and default branch main. The workflow still requires manual dispatch, an explicit deploy input, a public repository and the publication approval variable for deployment. A successful build or uploaded artifact alone is not a live website.

At content review, publication metadata is still PRIVATE_REVIEW with no release date, and CITATION omits date-released. The modified validator permits a release date only when metadata states PUBLIC and the dates agree. This is a consistency rule, not independent proof of the remote visibility or publication time.

The root reviewer remains responsible for regenerating the final claim inventory and build/link report, completing the final staged-payload and all-reachable-history scan, and recording the actually observed remote/CI/deployment state after any authorized operation. Earlier claim-inventory wording and the stored intermediate anchor failure must not be mistaken for final-run output. The two minor editorial release-state follow-ups are RESOLVED after direct reinspection: README now links to the current Phase 3 publication review, and methodology accurately says that the creator's existing authorization takes effect after all specified conditions pass, without another approval. No editorial blocker remains from this review.

Disposition: the reviewed research presentation and export scope pass. This report does not certify unperformed final safety checks or future publication/deployment, and does not independently authorize changing visibility before the stated gates pass.
